This programm trys to access the problem of sensive data sitting arround on swap partitions. When unmounting swap space it securely overwrites swap. This could be done with dd and /dev/random but I wanted some drop-in replacement for swapoff.
If you replace your Linux swapoff with swapoff (paranoia edition) it will securely delete your swap space when turning swap off - beware this takes some time. This at least helps against somebody stealing your turned off Computer. OpenBSD now has encrypted swap space which a lot cooler.

I use swapoff (paranoia edition) on all my Linux Machines.
