Notes: Checks if the service is respawning to fast and shuts down broken Services. This utility was written for services like dhcpd running under Bernstein's daemontools respawning very fast if something is wrong with the configuration file. Simply run this command in the run script before executing the service. svssrtf will shutdown the service if it was restarted within the last TIMEOUT seconds and this happened RETRY times.
