Notes:

This tool connects to an IRC network and draws a cute map of it. Its main power is that it can handle even masked IRC networks and it expands the masks and therefore draws complete and detailed structure of the network. It can output stuff either through ASCII art or it can draw a graphical diagram with help of GraphViz.

Sadly, the project is currently unmaintained and it is some strange almost-finished state. The old 0.99 version has some bugs while the new 2.0-pre version has few minor bugs as well and was never properly released.
