The WebIX project is an attempt to develop an Automated Library Catalog System in SQL/Perl. It can also be run on any computer which can run a web browser and has a method to contact the WebIX server. Although WebIX uses a backend that allows interaction with numerous protocols.
Currently we are developing the Central Database Abstraction proccesor, or CDAP(http://www.stampede.org/~drax/webix-cdap.rtf for a short introduction).
