Freshmeat page:

The TOAD C++ GUI Library is one out of a million GUI libraries which was written out of frustration with OSF/Motif and Fresco in 1995.
The naming scheme relates to Java, it comes with a lightweight template based signal & slot implementation, smart pointers, Model-View, layout classes, an integrated dialog editor to be used at run-time, a decoupled menubar, object serialization to store layout informations, bitmap import/export filters, Xdnd based drag'n drop, a 2d vector graphics editor, postscript output and so on.
